On February 24, 2022, at 5am Kyiv time, Ukrainian cities woke up with the most terrifying alarm clock – the sounds of the massive bombing. This was it – Russia had escalated a full-scale war against Ukraine. Since then, Ukrainian Global Shapers have united forces with the global community of 14,000 members to consolidate all efforts in addressing the war in Ukraine. Today, the initiative SupportUkraineNow (SUN) by Global Shapers has grown into the most comprehensive guide on how foreigners can help Ukraine. Overall, on the 12th day of war the SUN had reached 350k visitors and processed 1000+ requests. What is SupportUkraineNOW? It is a resource to help with: 1. Donating to official funds 2. Joining a protest in your city, influence your authorities, spread the word on social media 3. Sending humanitarian help to Ukraine 4. Joining the foreign legion 5. Hosting Ukrainian refugees, and helping them locally: humanitarian help, legal aid, emotional support 6. Hiring Ukrainians And behind the scenes, the SUN team works on the coordination of foreign help and volunteers. As of now, we’ve developed a requests support team, legal aid team, humanitarian aid coordination, and fund verification team. This project represents a model of how the international community can organise a humanitarian response to all kinds of crises. The role of volunteers is, first of all, to support and back up a government by being fast-paced and self-organised. The last two weeks during which the war in Ukraine has unfolded have shown that the global society is united like an invisible web all over the world. All international communities you have ever been part of will be an asset for you in order to pull the right strings and reach much-needed help. At the same time, we focus on those activities in which we have expertise. For others, we engage local volunteers or professionals in other countries. That helps us engage new expertise and grow.

    The publication of the second volume of the GovTech Reform Index by VoxUkraine, developed in cooperation with the Global Government Technology Centre Kyiv (GGTC Kyiv), marks another important step in strengthening evidence-based digital governance in #Ukraine. The report analyses the regulatory changes that shaped Ukraine’s digital transformation during Q3–Q4 2025, providing a structured assessment of how policy, technology, and institutional innovation continue to evolve under conditions of extraordinary complexity and resilience. As an Expert Advisor to the State Digitalisation Index Council at GGTC Kyiv, I had the privilege of contributing to the development of this report together with outstanding experts, analysts, and practitioners working at the intersection of public policy, technology, and governance. Beyond tracking reforms, the GovTech Reform Index helps establish a shared analytical framework for understanding how digital transformation can strengthen institutional trust, public service delivery, transparency, and long-term state resilience. The collaboration between Vox Ukraine and GGTC Kyiv also reflects the growing importance of #PublicPrivate and #CrossSector partnerships in shaping the future of #GovTech globally. As the world rethinks the role of technology in governance, Ukraine’s experience offers valuable lessons on agility, interoperability, and innovation under pressure. Und als hätte sie es geahnt, hat mir Natalia Iskovych, eine bemerkenswerte junge Frau, einen von ihr verfassten Beitrag geschickt, der es wert ist, einem weiteren Kreis mal zu empfehlen. For us at SupportUkraineNOW, and for the hundreds of civil society organisations across #Ukraine, this conviction matters enormously. I am grateful for the invitation to the Europa Forum Lech 2026, which brought together heads of state, ministers, industry leaders, and thinkers at the frontier of European energy, security, and economic strategy. As Markus Wallner, Governor of Vorarlberg, emphasised: "The situation is more serious than ever, but the opportunities are also greater than ever. It is clear what needs to be done." Framing the question around European identity and self-belief, Georg Knill, President of the Federation of Austrian Industries (IV), urged a shift in focus from "if" to "when", and called for accelerating the transformation without delay.     We might still ask ourselves the classic question: What came first—the chicken or the egg? But regardless of the answer, check your pulse, and if it’s above zero, it’s time to adjust to a “new” reality. In the chapter "Promoting European Greatness" (NSS 2025, p. 25), we read: “This lack of self-confidence is most evident in Europe’s relationship with Russia. European allies enjoy a significant hard power advantage over Russia by almost every measure, save nuclear weapons. As a result of Russia’s war in Ukraine, European relations with Russia are now deeply attenuated, and many Europeans regard Russia as an existential threat. Managing European relations with Russia will require significant U.S. diplomatic engagement, both to reestablish conditions of strategic stability across the Eurasian landmass, and to mitigate the risk of conflict between Russia and European states.” When we consider that — according to the Institute for the Study of War — Russia is already engaged in “Phase Zero” #warfare with #Europe, the picture becomes clearer: the middleman in this geopolitical dynamic is not a mystery.     Less than 24 hours ago, the United States released its 2025 National Security Strategy (#NSS). In an era marked not only by #globalturbulence but also by widespread #disinformation(hybrid warfare), it is essential to go directly to the source and #assess the #facts independently. As part of that effort, I have analyzed the structures of every NSS issued since 1987, together with the presidential statements that frame each document. The U.S. NSS documents have retained the classic strategic architecture: a clear outline of goals (#ends), methods (#ways), and resources (#means). That stable backbone has provided continuity across administrations. However, focusing on the period from 2000 to 2025, clear and significant shifts in U.S. strategic priorities and approaches are evident — changes that offer insight into how #theUnitedStates views its #role in the world today and in the near future. 2002 (post-9/11): The attack on the United States triggered a radical reorientation. The 2002 NSS adopted a doctrine of preemption and global counterterrorism (GWOT). Security became narrowly focused on non-state actors, rogue regimes, and asymmetric threats; multinational institutions and alliances were deemphasized in favor of decisive military action. 2010–2015: The strategy pivoted again. The U.S. reembraced engagement, multilateral cooperation, and whole-of-government tools — diplomacy, development, climate policy, and economic resilience joined defense and deterrence as instruments of national security. 2017: In a turn toward transactional realism, the NSS abandoned much of the post-Cold War commitment to global leadership. With an “#AmericaFirst” articulation, the document reframed national interest around sovereignty, national advantage, and burden-sharing — signaling that alliances and global cooperation would now be conditional, not foundational. 2022: Facing renewed great-power competition, the U.S. returned to #collectivedeterrence — but this time under a modern rubric: integrated deterrence. Military, diplomatic, economic, and technological tools were combined to counter systemic adversaries, with an emphasis on rebuilding alliances, resilience, and institutional coordination. 2025: The newly released strategy recasts the core priorities. A hemisphere-first orientation, strong burden-sharing demands, and a more personalized, partisan tone mark a substantive shift.
