President Trump began issuing Executive Orders on Day 1 of his second term.  We expect additional Executive Orders, Presidential Proclamations and regulatory updates to be issued throughout his term. OIS will use this page to publish summaries and explanations of the actions and announcements that are likely to affect the international populations that Pitt sponsors.  This includes current and incoming F and J students, graduated students on OPT or Academic Training, J scholars, and employees in H-1B, O-1, TN or E-3 status.  While there are other international people who may be enrolled or employed at Pitt, this page will focus on those categories of status that OIS works with.  

Please allow 24 – 72 hours for any given update on this page.  The length of time it takes us to make this post will depend on how complex the change is and how quickly we can ensure we fully understand ramifications of the change.

OIS wants you to rest assured that we will be paying very close attention to the policy updates coming from this administration as they relate to international students and scholars, and that we will make every effort to keep you informed when a new policy determination is made that may affect you.   Most of all, we want you to be assured that OIS will continue to be a welcoming and supportive resource to all our community members and that we welcome your questions, concerns, and conversations.

February 17, 2026: USCIS Biometric Services Appointment Now Required for Form I-765 Applications

The U.S. Citizenship and Immigration Services (USCIS) announced new guidance about photos used in immigration applications, including work permit (EAD/OPT) requests. These changes took effect on December 12, 2025. The new guidance may impact anyone who submits a Form I-765 after December 12, 2025 for OPT, STEM OPT, J-2 and H-4 employment, and other categories.

January 15, 2026 Immigrant Visas paused for 75 countries

The State Department announced that the agency will indefinitely pause immigrant visa processing for applicants from 75 countries until the agency reassesses procedures for determining whether applicants are likely to become financially dependent on the U.S. government. This pause affects individuals applying for immigrant visas (permanent residence) while outside the United States.

January 14, 2026 UPDATE - USCIS Reviewing all Benefit Applications filed by Individuals from Travel Ban Countries

In a January 1 memorandum, USCIS has significantly expanded the scope of the holds placed on all immigration benefits requests submitted by or for foreign nationals who were born in or are citizens of any country on the expanded January 1 travel ban list, or who carry a travel document issued or endorsed by the Palestinian Authority.
