Fulbright Foreign Scholarship Board Overview

Appointed by the President of the United States, the 12-member Fulbright Foreign Scholarship Board (FFSB) was established by Congress to supervise the global Fulbright Program as authorized by the Fulbright-Hays Act of 1961.

The Board works closely with the U.S. Department of State’s Bureau of Educational and Cultural Affairs, U.S. embassies, bilateral Fulbright Commissions, and the U.S. Department of Education to oversee and promote the Fulbright Program. Board members select qualified candidates from the United States and abroad to participate in Fulbright exchanges. The Board meets quarterly to establish the policies and procedures governing the Fulbright Program and prepares an annual report in accordance with the authorizing legislation.

President of Historic Homes Restoration

 

Carmen Estrada-Schaye was appointed to the Fulbright Foreign Scholarship Board in 2022.

Dr. Carmen Estrada-Schaye earned a doctorate in Institutional Management at Pepperdine University, preceded by two master’s degree and a BA Cum Laude from Cal State Northridge. She was an assistant professor at Cal State University. Carmen also served as a community college dean of Academic Affairs. Carmen is the recipient of the California State Senate Woman of Distinction which recognizes trailblazing women for their impact on their communities.

She serves as a Commissioner for the LA County Small Business Commission. She is the Vice President of LA 5 Rotary the oldest Rotary in Los Angeles (117 years) and also served on the Executive Board of Charles Drew University of Medicine and Science which trains physician leaders who promote excellence in transforming the health of underserved communities.

Carmen has been selected as a recipient of the 2025 Distinguished Alumni Award from California State University, Northridge (CSUN) for her contributions to the teaching profession, exemplifying the values and excellence associated with CSUN.

In Los Angeles, she was recently the President of Center Theater Group Affiliates at the West Coast’s largest theater complex. She is a businesswoman who owns Historic Home Restorations, a company dedicated to the restoration and preservation of historic residences throughout the United States.

She co-created and actively manages with her husband, Dr. Gordon Schaye, Grant Rivers Productions LLC in Los Angeles, devoted to the production of original films and TV programs.
