From an investigative and procedural standpoint, this case offers profound lessons for the criminal justice community. On May 21, 2026, AMBER Alert in Indian Country Training Associates David Chewiwie and Ruben Ortiz conducted a Child Abduction Tabletop Exercise (CATE) at the Black Oak Casino and Resort in Tuolumne, California. Hosted by the Tuolumne Band of Me-Wuk Indians Social Services Department, this exercise brought together Tribal government leaders, social services, domestic violence units, and community stakeholders—including a contingent from the Chicken Ranch Rancheria—to perform a comprehensive self-assessment of their child abduction response protocols. 𝗞𝗲𝘆 𝗼𝗯𝗷𝗲𝗰𝘁𝗶𝘃𝗲𝘀 𝗼𝗳 𝘁𝗵𝗶𝘀 𝘁𝗮𝗯𝗹𝗲𝘁𝗼𝗽 𝗲𝘅𝗲𝗿𝗰𝗶𝘀𝗲 𝗶𝗻𝗰𝗹𝘂𝗱𝗲𝗱: • 𝗣𝗿𝗼𝘁𝗼𝗰𝗼𝗹 𝗘𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻: Reviewing existing AMBER Alert response plans against a simulated, high-stakes scenario • 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲 𝗠𝗮𝗽𝗽𝗶𝗻𝗴: Identifying current capacity and gaps in regional resources • 𝗜𝗻𝘁𝗲𝗿𝗮𝗴𝗲𝗻𝗰𝘆 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻: Strengthening the lines of communication between Tribal agencies and community partners The engagement from all participants was exceptional. This exercise not only highlighted current strengths but also provided a clear roadmap for future training and resource development to ensure the highest level of protection for children in Indian Country. The session focused on the critical role of the 𝗔𝘀𝗵𝗹𝘆𝗻𝗻𝗲 𝗠𝗶𝗸𝗲 𝗔𝗠𝗕𝗘𝗥 𝗔𝗹𝗲𝗿𝘁 𝗶𝗻 𝗜𝗻𝗱𝗶𝗮𝗻 𝗖𝗼𝘂𝗻𝘁𝗿𝘆 𝗔𝗰𝘁 𝗼𝗳 𝟮𝟬𝟭𝟴 in bridging gaps in emergency management.  Key takeaways included: • 𝗜𝗻𝘁𝗲𝗿𝗮𝗴𝗲𝗻𝗰𝘆 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻: The necessity of building robust communication channels between Tribal, State, and Federal stakeholders. • 𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴: Utilizing the AMBER Alert in Indian Country (AIIC) initiative to access training and technical assistance. • 𝗖𝘂𝗹𝘁𝘂𝗿𝗮𝗹𝗹𝘆 𝗜𝗻𝗳𝗼𝗿𝗺𝗲𝗱 𝗣𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀: Developing response strategies that respect the unique vulnerabilities and structures of Tribal communities. We appreciate the collaboration of the 𝗡𝗼𝗿𝘁𝗵𝘄𝗲𝘀𝘁 𝗣𝗼𝗿𝘁𝗹𝗮𝗻𝗱 𝗔𝗿𝗲𝗮 𝗜𝗻𝗱𝗶𝗮𝗻 𝗛𝗲𝗮𝗹𝘁𝗵 𝗕𝗼𝗮𝗿𝗱, the Oregon Health Authority and the Washington State Department of Health in organizing this impactful gathering of leaders and professionals. The article highlights recent tactical successes where agencies quickly deployed Child Abduction Response Teams (CART)—including a newly formed Critical Response Emergency Search Team (CREST)—to safely recover abducted and endangered children within hours. Crucially, the responding agencies credited their recent training with our 𝗔𝗠𝗕𝗘𝗥 𝗔𝗹𝗲𝗿𝘁 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 & 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 for providing the framework, insights, and strategies that made those rapid recoveries possible. For 20 years, our mission has been to deliver no-cost, hands-on training and technical assistance to law enforcement, investigators, and child protection professionals.
