    The hard part is spillover. The mempool gives you a single priority-sorted stream that mutates mid-build. When an eligible tx overflows the Reserved cap, you can't put it back. Fix: a parallel spillover queue, re-prioritized by tip.

    The current implementation supports a two-tier structure, while the eligibility rule is pluggable. Two rules ship today: stake-based (sender has staked OP) and allowlist-based. New use cases define a rule and configure the builder. The block-building path stays unchanged.

    When reserved demand is light, unused gas goes to the General tier. Heavy demand doesn't drop transactions that could fit. Blockspace stays maximally available wherever demand lands.

    Every block splits into two tiers. The Reserved tier gets up to R% of gas, open only to eligible transactions. The General tier gets the rest, sorted by priority tip. R is the one lever an operator adjusts.
