Qalisar is a district that appears to be no more than an annexe of Anekbah and the second district that can be visited. Qalisar is the only district that doesn't require a special pass to visit by virtue of law no. 84948 passed by the Chamber of Laws, 20 Andar 6802. It is unknown if Qalisar can be accessed from districts other than Anekbah, however this legal arrangement of free movement could explain the presence of The Dreamers in different sectors of the City of Omikron.
