    Stronger Foundations: Supporting Struggling Readers Starts at Home

    A-B-C-D. For most early grade learners, these letters come easily—basic sounds mastered within the first few years of school. But what if a Filipino Grade 3 student can’t even sound them out—much less read a single word? Recent data from the Department of Education’s (DepEd) Comprehensive Rapid Literacy Assessment (CRLA) shows that over 50% of Grade 1 to 3 learners are not reading at grade level or meeting literacy benchmarks. The Second Congressional Commission on Education (EDCOM 2) is a national commission tasked to undertake a comprehensive national assessment and evaluation of the performance of the Philippine education sector. It is tasked with recommending transformative, concrete and targeted education reforms in the sector, with the end in view of making the Philippines globally competitive in both education and labor markets.
