Canon Point: Just before the reaping in the first book.
Debt:Class A: 1 - but repeated over and over and over again - speaking against the Capitol. I estimated 728 times, since that is how may times Katniss said she'd been out there, and he complains to her.
Class B: Tons. hunting outside the fence is considered illegal, and any game he catches is considered theft. He's been feeding his family this way for YEARS. He also lies about where he gets the food when he sells it to officials, even the ones who know well where it came from. Not sure if going back and forth under a supposedly electrified fence counts as breaking and entering.

History:
Gale has spent the last 7 years being the sole provider for his family, after his father died. He lives with his mother and three younger siblings in the Seam of District 12 in Panem.
For him, that means he has been illegally hunting outside the theoretically electrified fence since he was 11 years old, trying to fill 5 bellies, and have enough to trade for other necessities like warm clothing, and baked goods.
Every year he signs up for tessarae, knowing that puts his name in the bowl six times every year for the reaping. See, being a healthy male in D12 means he knows certain things about his future. He knows that one slip in the bowl is enough to get him reaped, to get him selected to compete in the Hunger Games where he either has to kill twenty three other children or die for the entertainment of others. Should he be lucky enough to not get reaped, then when he turns 18, and is too old for the games, his life will become the mines. 12 hour shifts, 6 days a week, deep in the shafts where his father died.
His only real freedom has been in the hunting, out in the woods. Out there, the only person who could overhear him is his Catnip, Katniss Everdeen, and since she would never turn him in, he can vent all the poison in his system around her, to her. He hates the capitol which controls their lives, he hates the way their lives are. He wants to take her and their families and just run away into the woods, to just leave and never come back. But she never seems to understand, never agrees.
And now it's the dawn of the last reaping he would be part of. After that he has to just watch her, her sister, his brothers face the possibility of being sent off to die for the entertainment of the Capitol. He has no hope that things can be different in D12, so the only option is to leave. But he wouldn't leave Catnip behind, and she wont come. So... he stays.
Personality:
Protective. You can sum up Gale Hawthorne in very few words. Protective. Strong. Resourceful. Frustrated.
He wants to protect those who matter to him, because he is realistic enough to know that a kid from D12 cannot protect EVERYONE, as much as he would like to. He is emotionally and physically strong in that he keeps risking his neck doing what he has to, for others. He does not let the fear of punishment paralyze him, and he is strong enough to stay, even though he sees his death looming, either in the mines or in the games.
He learned to trap on his own and bartered that skill against Katniss' skills when they first found each other in the woods. Two outlaws stealing the Capitol's animals to keep their families fed, two half-orphans with no other choice to keep them from starving.
He would do anything for his mother and siblings, he would do anything for Katniss, and by extension, he would do anything for her little sister Prim. He knows how she feels about relationships, so has never pursued anything more than friendship with Katniss, though he would like to. He would do anything to protect her, and to protect her family and his.
He does not see what they have done as wrong. Hunting in the woods is what they have to do because the world they live in is wrong; because giving up and dying without a fight is wrong. All he has done that was "illegal" was for the protection of his family and hers; to feed and clothe them and to keep Prim and his siblings from having to take Tessarae. When he finds out he has thousands of years of "guilt" and "debt" to work off because of it, he will be sure that he is in a place just as bad as the one he left. And if he is there there, and Catnip is there.... that means no one is there taking care of those who need to be protected.
Short version? He is going to be TICKED.
Powers/Abilities:
Traps, snares, hunting, martial weapons. That's about it. Physically strong, but within normal ranges for a 17 year old human. No magic. He is bright, he is clever, but he is human.

[It was easier to pretend Katniss was there. She wasn't, but neither was anyone else. He had checked. He dropped down onto the grass, chewing on some duck he had cooked, and spoke, pretending he was back in 12, back with Katniss. But he wasn't. And that was the point.]
"But if we are here, who is taking care of them? What are we even doing here, Catnip? How is this any different? How can it ever be the same?"
[He closed his eyes]
"You always said you never wanted children, that the only love you had room for was your sister. And that was fine. I understood that, I got that. But... this? Catnip, it doesn't make any sense."
[No point waiting for a reply that would never come.]
"You used to make sense, you know. We could sit out here and hate the capitol in safety. We should have run. This morning, yesterday, whenever the h*** it was. When we had the bread, and the cheese from Prim. And the berries. We should have run. Eight of us. We could have made it. We could have survived. D**** it, Catnip, we could have all been together. All of us!"
[Then, more quietly]
"We could have kept each other safe. I could have kept you safe."
[He let the breeze take and loose his whisper.]
Prose Sample:
One thing at a time, Gale. One thing at a time. Check the traps.
Gale took a deep breath, then moved quietly through the underbrush, careful to place his feet lightly, and only where they would make the least noise, leave the least trail.
Whatever this new place was, it gathered debt around them, and because of their hunting, he and Catnip weren't getting free any time soon. And the debt didn't stop just because they were no longer on Capitol land.
Well, he couldn't protect her before, if what she said were really true, and his siblings... he couldn't protect them now either. But he could keep her from gaining more debt. He could hunt enough to feed everyone that mattered to her.
Bitterly he wondered if he were on that list anymore.
Didn't matter what she thought of him, he wouldn't let it matter. He would feed her so she didn't have to take on any more debt. He would protect her in the only way left to him. And when she finally won free of this place... He would help the people she cared about win free. Until only he was left.
And then... well, whatever came then, would come then. Too soon to think about it now. Too much to think about.
For now...
For now... he had game to bring in, traps to check.
