Description of the Change

Update various NPM dependencies:

• WP-Scripts: from 30.12.0 to 31.2.0
• WP-Env: from 10.27.0 to 10.37.0
• Cypress-WP-Utils: from 0.2.0 to 0.6.0
• Others via npm audit fix

How to test the Change

1. Build, wp-env, wp-scripts, cypress verified by E2E action
2. Configure a connection to Twitter
3. Ensure settings can be saved, set to publish by default
4. In both the block and classic editors
   1. Publish a post and confirm it cross posts to Twitter with the default message
   2. Publish a post with a customised message and confirm it posts to Twitter correctly
   3. Publish a post with cross posting disabled and confirm it does not post to Twitter
5. Change settings not to publish by default
6. In both the block and classic editors
   1. Publish a post and confirm it does not cross post to Twitter
   2. Publish a post with a customised message, posting enabled and confirm it posts to Twitter correctly
   3. Publish a post with cross posting enabled and confirm the default message is posted to Twitter
