Summary

• create a dedicated informer factory for ClickHouseOperatorConfiguration scoped to the operator namespace
• keep CHI and CHIT informers scoped by the configured watch namespace settings
• register all event handlers in one place while wiring CHOP config handlers to the dedicated informer factory
