Add ability to dynamically interpolate color ranges when there are more values then colors in the requested palette. Most of the non dynamic palettes have ten colors, and when you have more ranges then 10 you get the last color for all ranges over 10. This fix turns the fixed palettes into dynamic ones if there are more ranges than colors.

Seems that the build is fine - except of the continiously failing tests. I just started downloading the resulting product to test with..

Emily, it would be great if you could add a newer screenshot to Online Help pages - page can be found here : docs/user/en/reference/Raster Style Pages.rst (Image SingleBandRasters.jpg). Would be awesome!

I think a few updates to the help docs should now be included in this pull request.
I updated the text as well as the images.
