Bug 1931291: Created expanded all rows functionality

In this PR created a checkbox that expands all the rows in the Results Table. Please note that the expand all functionality for the subtests table requires its own PR because the subtest table isn't optimized for virtual scrolling (no Virtuoso implemented unlike the main results table).
