ez_setup.py installs old version of setuptools

Running ez_setup.py is the recommended way to install setuptools on Windows, but it installs version 0.8 instead of the latest (currently 0.9.6).

I've been remiss in updating ez_setup.py as I had gotten under the false impression that ez_setup.py would match >= some version... but in reviewing, I see it does download a specific version, so I've updated the script to grab 0.9.6 now.

Thanks for the report.

I did also look into automating the upload of the script, as we did with distribute, but it appears that bitbucket doesn't yet support any API for uploads, so it must be done manually.

Ideally, we'd like to host this file on pypi, but that's work yet to be done as well.
