Update vendored copy of wheel

Summary of changes

I have updated only wheel.

@jaraco, I have not updated the wheel optional requirement in pyproject.toml, because even with older versions it would still produce viable wheel files (although with a different naming).
The primary purpose of the update is to have a more consistent file naming as explained in #4868 (comment).
