Bug report URL gives 'Access denied'

The bug report URL given to me by the compiler and also stated in the contributing.md that pops up when reporting issues, http://static.rust-lang.org/doc/master/complement-bugreport.html, gives me an 'Access denied' error.

Well, I can't read what is in that URL for obvious reasons, so I'll just state that I tried it with Firefox 27.0.1 on Arch Linux, but I guess that'd be valid for all browsers/OSs.
