Since rand_core was removed in 3948e19, the link to the rand_core changelog is no longer functional. Feel free to close this request if you would rather have it point at the new home for rand_core.

rand_core was removed in 3948e19. Its changelog has moved to another repo.
This commit fixes the changelog link.
