We spent the past six months working with 17 transit experts to produce 40,000 words on fixing transit delivery — because California spent 16 years (so far) and 1 billion dollars to produce 100,000 pages of environmental review. (The train still doesn't exist.)

1. Cap the federal share from 85% of any cost to 85% of the cost of a "normal" bus
2. Address the customization problem directly
3. Assist in enabling scale economies

I was ready to roll my eyes because most things that are usually published in this vein are strategic and sweeping and kinda live in a fantasy world or are just restating the obvious, but these solid tactical suggestions and many of them are novel.
